Previously known as a Full Structural Survey or Building Survey, the RICS Level 3 Home Survey is a very detailed report.

We will examine closely the structure and condition of the building and undertake a surface examination of the services. Some restrictions may still exist to prevent complete inspection (such as fitted floor coverings, limited roof access etc.), but within these limitations, the survey will be complete.

The Level 3 Home Survey is categorised by the RICS as the most detailed type of survey available. It not only describes the visible defects but considers potential problems caused by hidden flaws and provides an outline of repair options and the likely consequences of inactivity.

Condition rating 3 (red)

Defects that are serious and/or need to be repaired, replaced or investigated urgently.

Condition rating 2 (amber)

Defects that need repairing or replacing but are not considered to be either serious or urgent. The property must be maintained in the normal way.

Condition rating 1 (green)

No repair is currently needed. The property must be maintained in the normal way.

The scope of the RICS Level 3 Home Survey report is probably best illustrated by an example. Say one of our Chartered Surveyors noted during their building inspection that the ground level to the rear of a ground floor converted semi-detached flat had been recently raised to the extent that it was blocking the sub-floor vents. Although the consequences may not yet be apparent the report would set out the risks associated with obstructing the cross ventilation created by the sub-floor vents and of bridging the damp-proof course i.e. the increased risk of rot and infestation to the damp and poorly ventilated floor joists.

The obvious remedy would be to lower the ground level but as a more cost effective alternative, the surveyor may suggest creating an open channel adjacent to the rear wall in association with installing further vents to the flank wall if viable.

Other useful sections within the standard report include Issues for your Legal Advisor, Energy Matters, Local Environment, Risks to Occupants, Means of Escape and other Health & Safety concerns. As an option, the report can include estimated costs for the main defects and repairs.

The RICS Level 3 Home Survey does not incorporate a market valuation or reinstatement cost assessment as standard, but a separate supplementary valuation or reinstatement cost assessment report can be provided alongside if required.
